YPSILANTI, MI - March 2, 2003 - Freedom Imaging Systems, Inc. (Freedom), enhances reporting capabilities to meet HIPAA Privacy Rule requirements. The Privacy Rule is to assure that individuals’ health information is properly protected while allowing the flow of health information needed to provide and promote high quality health care and to protect the public’s health and well being.
The Standards for Privacy of Individually Identifiable Health Information (Privacy Rule) establishes a set of national standards for the protection of certain health information. The U.S. Department of Health and Human Services issued the Privacy Rule to implement the requirement of the Health Insurance Portability and Accountability Act of 1996 (HIPAA). The Privacy Rule standards address the use and disclosure of individuals’ health information, also known as Protected Health Information (PHI), as well as standards for individuals’ privacy rights to understand and control how their health information is used.
Freedom’s Record Image Capture and Retrieval (RICAR) system electronically stores documents such as laboratory requisitions that can be retrieved by multiple employees at any time. Freedom has implemented a reporting system that will allow the review of the use and disclosure of these documents. This report, searchable by accession number, creates a RICAR Activity Log Report displaying the date and time of disclosure, and the name of entity or person who retrieved the document containing the PHI.
Under the HIPAA Privacy Rule, individuals have the right to request accountability of disclosures of their protected health information made using Freedom’s RICAR system.
